Secondary Rules of Construction

Rules a Court uses to determine the meaning of a passage that cannot be resolved on the plain language of a passage itself. For example, in interpreting a statute, the Court may look at the Legislative history behind the passage of the law, including its historical background, its effect and consequences, and its spirit and purpose.
